NoHLA in the 2025 Legislature

The state legislative session is a critical time for Washington’s health care system. From January through April 2025, the Washington Legislature will make decisions on hundreds of policy bills and budget proposals that impact health care.  NoHLA reviews every health care bill and budget proposal to understand how it will impact access to health care. We work in coalition with community organizations to provide a patient-focused perspective to legislators on health care issues that matter to Washingtonians.

Defending an Equitable Health Safety Net

Medicaid & Medicare. We oppose cuts to Apple Health/Medicaid & Medicare that reduce eligibility or limit benefits. We support reducing Apple Health disparities for older adults and people with disabilities.

Immigrant health coverage. We prioritize maintaining recent immigrant coverage expansions that provide a lifeline to about 12,000 Washingtonians, and call for new Apple Health Expansion slots to address the over 17,000 who have been denied coverage due to capped funding.

Cascade Care Savings. We support maintaining state funding for Exchange premium assistance and expanding state funds to back fill expiring federal enhanced premium tax credits.

Progressive revenue. We support new progressive revenue to address the state’s revenue shortfall, rather than balancing the budget on the backs of marginalized communities

Improving Health Care Affordability

Stop unfair medical bills. We support protecting patients from harsh billing practices, such as excess garnishment for medical debt, reporting medical debt on credit scores, and surprise hospital facilities fees.

Slow corporate influence. We support addressing outsized profit incentives in health care by enhancing state oversight of health system consolidations and codifying corporate practice of medicine protections.

Improve transparency. We support shedding light on insurers and providers’ secretive health pricing.

Tackle high prices. We support re-balancing excessive hospital prices for state & school employee health plans, allowing reinvestment in primary care and behavioral health.

Expanding Access to Care

Reproductive health. As other states erode rights, we support improving & protecting access to contraception, abortion, and other reproductive health care in Washington.

Care denials. We support eliminating unnecessary care delays and denials, such as excessive prior authorization requirements.
