NoHLA’s Impact: 25 Years of Health Justice

For over 25 years, Northwest Health Law Advocates (NoHLA) has been a powerful voice for health care justice in Washington State. As a nonprofit health advocacy organization, we believe that everyone deserves access to quality, affordable health care—regardless of income, immigration status, or background.

 

2024 Wins: Real Change for Real People

In 2024, NoHLA helped secure major policy victories that are already transforming lives:

  • 10,000 low-income Medicare enrollees now receive help with premiums, deductibles, and copays.
  • A new law bans abusive ambulance billing and reduces the risk of medical debt.
  • Nearly 12,000 undocumented immigrants gained access to health coverage for the first time.

 

Our Legacy of Advocacy

Over the years, NoHLA has helped shape Washington’s health care landscape by:

  • Leading the charge on Medicaid Expansion and the public option under the ACA.
  • Ensuring newborns of immigrant mothers can access Medicaid in their first year.
  • Expanding coverage through the Cover All Kids law—now a national model.
  • Restoring coverage for immigrants cut from the Basic Health Plan.
  • Securing Medicaid suspension (not termination) for incarcerated individuals.
  • Improving language access for Washington’s diverse communities.
  • Monitoring provider network adequacy to ensure timely care.
  • Advocating for a searchable appeals database for denied insurance claims.

 

What’s Next: Our 2025 Priorities

We’re not done yet. Until everyone has access to equitable, affordable care, we’ll keep pushing forward. Our current priorities include:

  • Expanding funding for the state’s immigrant health program
  • Ensuring Apple Health clients receive medically necessary care
  • Training advocates to support Apple Health and Medicare access
  • Protecting reproductive health care and contraceptive coverage
  • Enforcing mental health parity and expanding behavioral health services
  • Strengthening charity care laws and reducing medical debt
  • Promoting policy solutions to lower health care costs
