The Trump administration released a proposed rule last month that will ban Title X Family Planning Program providers, including Planned Parenthood, from either providing or referring for abortions. It’s bad enough that the rule would “gag” clinic staff, preventing them from directly referring patients for abortion care. But there’s even more to this proposed “gag rule”:
The rule would redefine “family planning” to allow for biased counseling that leaves out any mention of contraception. A Title X grantee could choose to only provide counseling about “natural” family planning methods, like fertility awareness or abstinence-only education, instead of a full range of methods. Unfortunately, fertility awareness is at most 76% effective and abstinence-only approaches can cause serious harm to young people.
The proposed rule would make it harder for women to access abortions by sharing confusing information that doesn’t clearly identify abortion providers. It would also require providers to only refer pregnant women to prenatal and social services (no abortion providers) if they do not clearly state that they have decided to have an abortion. This change will make it even harder for women to access timely abortion care.
